Worte sind einfacher als Taten. Das gilt umso mehr, wenn die Staatsbürokratie Dinge tun soll, für die Bürokratien grundsätzlich nicht geschaffen sind.
Staatsbürokratien sind weder Unternehmen noch Märkte. Folglich fehlt ihnen die Problemlösungskompetenz von Märkten genauso wie die offener Gesellschaften.
